About This Position

The Office of Inspector General (OIG), works within the U. S. Department of Transportation (DOT) to prevent or stop waste, fraud and abuse in departmental programs.

This position is located within the Office of Inspector General, Assistant IG for Operations, Office of the Chief Financial Officer (CFO).

SPECIALIZED EXPERIENCE For GS-11: At least one year of specialized experience equivalent to the GS-09 level in Federal service performing (obtained in either the public or private sectors) listed below: Monitoring, tracking, and reviewing obligations to ensure they are properly maintained, assisting in preparation of budget requests Reviewing and analyzing program fund requirements; and preparing budget reports Compiling and presenting financial data into work sheets, budget schedules, and other supplemental reports needed for budget and funding reviews Preparing analyses of proposed allotments to determine consistency with program and financial policies and plans; or preparing special reports on budgetary issues or budgetary planning OR Ph.D.

Financial Management - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization. Control of Funds - Knowledge of the principles, procedures, and requirements for maintaining control and accountability of obligations and expenditures for all appropriations and fund accounts (for example, revolving, non-appropriated, multiyear, and single-year appropriations).

Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.

Major Duties

Major duties include, but not limited to the following: Provide support in analyzing budget data to help develop budget estimates and justifications. Assist with reviewing, analyzing, and interpreting OIG, OMB, and agency budgetary guidelines and regulations to help formulate the budget Researches, identifies, and analyzes trends in the use of funds, and recommends adjustments in program spending. Review agency and program office budget submissions for reasonableness, accuracy and conformance with procedures and guidelines.

Monitor the agency's budget and analyzing trends; recommending reprogramming of funds as needed. Create financial data visualizations, summaries, and data analysis used for decision making. Reconcile financial system obligations and expenditures, research related issues and initiates corrective actions as necessary.

Assist in monitoring available funding on contracts and Inter/Intra-Government Agreements, analyzing trends in the obligations and expenditures of funds, and reviewing the status of individual spend plan lines against current year budgets.
