MINIMUM QUALIFCATIONS: Knowledge of basic principles and practices of budget formulations in order to prepare written funding justifications, consolidate budget requests, request additional funds, and monitor expenditures against obligations for specified programs. Skill in balancing funds between accounts; i.e., transferring funds between line items or sub-projects or identifying excess funds for possible transfer to other operating programs.

Ability to deal tactfully and effectively with all levels of the organization/serviced organizational elements. Knowledge of generally accepted accounting principles.

Major Duties

This position is developmental in nature, leading to the target grade of NF-0560-04, Job #AK085. Upon meeting training and performance requirements incumbent may be promoted non-competitively to the target level of NF-04. In a developmental capacity performs the duties characteristic of the specific occupational series for 0560, accomplishing a variety of developmental duties in support of the overall work of the organization.

Duties and assignments are planned to develop and broaden skills and provide practical experience, as prescribed in the Training Plan, for progressively more complex assignments; and for noncompetitive promotion upon full demonstration of satisfactory ability to perform the full scope of duties of a full performance Budget Analyst. In a developmental capacity serves as a Budget Analyst for assigned Appropriated Fund (APF) and/or Nonappropriated Fund (NAF) programs. As a team member, works under the guidance of and provides assistance to a higher-level analyst or supervisor by using required/applicable automation software/hardware to perform analytical, technical, and administrative tasks required during phases of the budgetary and execution process for an assigned portion of the MWR operating budget.

Assists in the development of reporting requirements for the preparation, collection, justification, and submission of budgetary data. Reviews, analyzes, edits, and consolidates budget submissions for assigned activities. Monitors the execution of approved budgets, to include obligations, expenditures and/or income.

Assists with the overall issuance of APF/NAF execution reports and maintaining the financial integrity of applicable databases/financial information. Assists with the administration of the Army isolated unit fund program. This is a developmental position leading to the full performance level, NF-0560-04 as described in position description number AK085.

Assignments are selected to ensure the development of skills and abilities needed to perform the target level duties. At management's request, the incumbent may be non-competitively promoted after 12 months of satisfactory performance, provided the target position guide is classifiable to its present title, pay plan, series, and pay band level at the time the incumbent has completed the required training, meets all regulatory and qualification requirements; and is performing the full scope of the major duties under the proper level of supervision.
