Aviation Safety Inspector (Manufacturing)
About This Position
Serves as a Principal Inspector and performs certificate management and continued operational safety duties at aerospace organizations. The ASI determines conformity of prototype products utilizing the manufacturer's quality procedures, experience, inspection personnel, equipment and facilities. In addition, the ASI evaluates the adequacy of processes and procedures to determine if the aeronautical product/article is reproducible after certification.
Qualifications
General Requirements for All Positions: Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years; Valid State driver's license; Fluency in the English language; No chemical dependencies or drug abuse that could interfere with job performance; and High School diploma or equivalent. Medical Requirements for All Positions: Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, and must meet all of the following requirements: Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain; Have the ability to hear the conversational voice (hearing aid permitted); Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft. In addition, applicants for positions that require participation in the operation of aircraft must: Possess a valid second-class medical certificate in accordance with Federal Aviation Agency (FAA) regulations; and Pass recurrent medical examinations as prescribed by the FAA.
Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to: 1. Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or
- Individuals who do not meet the minimum medical requirements, but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position. To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS 10/11/12.
Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience is:Experience performing certificate management and operational safety duties in support of aviation safety, to include the evaluation of processes and procedures regarding the adequacy of products and articles, and reviewing the manufacturer's quality procedures, experience, inspection, equipment and facilities, for compliance with Title 14 Code of Federal Regulations. Major Duties
The ASI is involved in the planning and implementation of a full range of Type, Production, and Airworthiness Certification programs at aerospace organizations within Certificate Management Sections (CM) geographic area of responsibility. ASI verifies assigned aerospace organizations comply with Title 14 Code of Federal Regulations (14CFR) with respect to production, original airworthiness, and certification programs. Determines certificate management actions for audit of assigned aerospace organizations.
Establishes certificate management actions in terms of kind and areas of audit, location, and frequency that will be most productive to assure adherence to the aerospace organization's quality system. Assures on a continuing basis that the quality systems, organization, production facilities, and aeronautical products of assigned aerospace organizations are in compliance with FAA approvals and Title 14 CFRs. Conducts audits in accordance with FAA Orders 8120.22 Production Approval Procedures, 8120.23 Certificate Management of Production Approval Holders, and other established policies.
Serves as a manufacturing expert in the investigation of violations, accidents, incidents and malfunction/defects that may be attributable to items manufactured in assigned organizations. The ASI coaches/mentors and reviews the work of lower grade inspectors, and performs other duties as assigned. ASI applies risk management in planning and decision making regarding the appropriate level of FAA involvement in oversight and management of organizational delegations and/or individual designees; certification projects (production, airworthiness, and type) and continued operational safety decisions.
Incumbent applies systems thinking principles to the above responsibilities in order to achieve comprehensive solutions. Uses a systems-based approach to oversight of large/complex delegated organizations as well as smaller delegated entities and determines how to most efficiently and effectively oversee these entities based upon risk to operation within the aviation system. The ASI has program responsibility and serves as a subject matter expert in dealing with assigned aerospace organizations and certification programs.
The ASI exercises certificate authority over major aerospace organization(s) with extensive and complex operations involving sophisticated products/articles and systems. The ASI decides whether facilities, equipment, materials, personnel, certification and inspection methods, practices, and techniques are satisfactory to assure conformity and airworthiness of complex aeronautical products. The ASI also evaluates and recommends the appointment of representatives of the FAA Administrator (designees) and serves as an expert in resolving conflicts between the agency and industry concerning quality management systems, methods of demonstrating conformity to type design data, and compliance with the CFRs.
Contacts are with other CM personnel, attorneys, agency engineers, civil airworthiness authorities (CAA), agency project managers, senior officials representing aerospace organizations, Flight Standards inspectors, research organizations, and investigative agencies. The ASI exercises a high degree of persuasion, professionalism, tact, and diplomacy. Work is normally sedentary, but does require regular and recurring bending, crouching, stooping, stretching, reaching, crawling, and squeezing into tight places; or similar activities when witnessing or evaluating production and quality management systems.
