About This Position
The CPSC Office of Inspector General (OIG) is responsible for oversight of the CPSC. We conduct audits to assess agency compliance with laws and regulations and efficiency and effectiveness of operations. Qualifications
In addition to the mandatory education requirement, all applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Qualifying specialized experience must demonstrate the following: GS-13: 1) Developing and conducting audits and/or reviews in information technology and other program audit activities in accordance with established guidelines and regulations; 2) Analyzing and evaluating the effectiveness of various information technology programs, operations and functions of an organization; 3) Analyzing and evaluating corrective actions for previously identified deficiencies; 4) Drafting and presenting final audit reports to leadership; and 5) Serving as a contracting officer's representative monitoring the performance of contractors on audits or other assessments that have been contracted out. Evidence of the above specialized experience must be supported by detailed documentation of duties performed in positions held. Major Duties
The primary function of this position is to help the CPSC meet all relevant federal IT laws and regulations while simultaneously improving the effectiveness of agency operations by auditing CPSC information systems, programs, contracts, operations, and program participants. The objective of these audits is to assess compliance with laws, regulations, and standard operating procedures to determine whether programs and operations are being managed in the most economic, efficient, and effective manner to prevent and detect fraud, waste, and abuse and to obtain desired program results. In addition, these audits focus on meeting the agency goal of keeping consumers safe and protecting them from unreasonable harm and support the agency's efforts to improve the efficiency and effectiveness of its operations. Plans, coordinates, conducts and/or directs the work of staff or contractors as lead auditor assigned, in information technology and other program audit activities of major scope and complexity. Develops audit program for assigned area and proceeds with examinations, tests, and analyses. Evaluates and substantiates findings and reports results. The written reports set forth the scope and nature of the audit; audit findings; and comments and recommendations. Exercises technical direction over information technology audit issues and is the subject matter expert for IT auditing and security issues for the entire OIG. The auditor is the OIG subject matter expert on risk management and leads the office's risk management efforts which is the basis of the OIG's annual planning process. Is responsible for providing guidance to OIG staff on IT related issues including, but not limited to, data breaches, email discovery, accessing and modifying computer files for use in audit and administrative tasks, as well as other issues involving an intersection between OIG activities and agency IT assets. Performs special audits involving suspected fraud, misconduct, etc. Prepares specifications for and manages contracts for information technology audit services. Performs evaluations which require an integrated analysis of a number of information systems comprised of a variety of hardware and software platforms and networking technologies using government-wide frameworks (e.g., National Institute of Standards and Technology, Cybersecurity Framework for Improving Critical Infrastructure Security, General Accountability Office, Federal Information System Controls Audit Manual). Develops CPSC OIG mandatory guidance (Audit Manual, Investigations Manual, etc.) applicable to audits, investigations, etc. involving IT and other audit requirements.

Education
Mandatory Education Requirement. All applicants must meet one of the following requirements to qualify: Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours You MUST provide transcripts to support your educational claims.
