This position is in the Markets Disputes Resolution Division, Enforcement Bureau, Federal Communications Commission (FCC) located in Washington, DC. Relocation expenses will not be paid. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements and the specialized experience requirements outlined below. A. Education You must meet the minimum basic educational requirements for Attorney positions.
Education requirements include: a professional law degree JD, LL.B., and/or LL.M. If transcripts are not submitted at the time of application, a copy of the transcript must be submitted at the time of selection. AND B.
Specialized Experience Applicants must have a minimum of 4 years of professional law experience, including one year of specialized experience which must be equivalent to at least the GS-14 in the Federal service. For this position, specialized experience includes the following: Providing legal advice and analysis in highly complex rulemaking or policy proceedings; Drafting, reviewing, and editing decisional documents, including rulemaking items; policy statements, and position papers; and Providing legal guidance to attorneys and other professionals. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
Major Duties
Duties: The incumbent will serve in the Market Disputes Resolution Division as an Attorney Advisor providing expert advice and guidance on legal issues including adjudicating complaints and conducting mediation/settlement conferences. Provides authoritative legal advice to management concerning highly complex and controversial, policy-oriented enforcement issues. Works on complaints and legal issues of extreme complexity.
These are characterized by one or more of the following: (1) extremely complex issues both factually and legally, requiring a high order of legal endeavor with the incumbent often having to balance conflicting interests; and (2) matters that can have an important impact on the telecommunications industry who economic positions affects major private and public interests. Drafts orders, letters, and memoranda with recommendations as to the appropriate disposition of complaints. Serves as the primary lead counsel as the adjudicator in adversarial legal proceedings where the legal questions posed are of an extremely complex nature.
Conducts mediation and settlement conferences used to facilitate the resolution of disputes arising between potential and actual litigants.
