About This Position

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program.

You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.

Qualifications

Basic Requirements: Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) Education (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program.

Today the sole degree is Doctor of Pharmacy.) OR (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.

The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph

16.

NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. ยง 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision. All licensed pharmacists employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation.

For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Employees grandfathered into the GS-660 occupational series may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. (2) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration, that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. (3) If a licensed pharmacist who was retained under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Grade Determination: GS-14 Associate Service Chief Experience.

In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level (GS-13). At the GS-13 level applicants serve in assignments such as: Clinical Pharmacy Specialist, a Facility Program Manager, Pharmacy Supervisor, or a Associate Service Chief/Associate Consolidated Mail Outpatient Pharmacy (CMOP) Director. Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies.

Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. Demonstrated Knowledge Skills and Abilities (KSAs).

Major Duties

The Charleston VA Healthcare Network is recruiting for an Associate Service Chief! The Associate Chief of Ambulatory Care provides supervisory, professional, administrative, and clinical leadership to multiple diverse programs at the Ralph H. Johnson VA Medical Center in Charleston, SC.

Major duties may include, but are not limited to: Administration/Supervision/Leadership Responsible for the management of all programs related to ambulatory care pharmacy. Responsible for the management and oversight of: Ambulatory clinical operations including all clinical program management, for primary, care and ambulatory care services. Also, all clinical guidelines related to medication management, all cost avoidance and budgeting, and management of clinical pharmacy programs and procedures.

Ambulatory pharmacy operations, including prescription processing, consult management, clinic management. PGY-1 and PGY-2 Pharmacy Residency Programs, working closely with residency program directors to ensure compliance with residency standards. Responsible for Joint Commission oversight within nil sections, ambulatory care, procurement and residency.

Review all concurrent monitors for ambulatory pharmacy as directed by the Chief, Pharmacy Service. The incumbent is responsible for planning and updating new or existing monitors to ensure that quality of service is maintained. Responsible for all performance improvement activities in the ambulatory, purchasing and residency areas of the pharmacy including audits, peer reviews, and accuracy screening.

Manages and ensures optimum utilization of all resources (personnel, fiscal, equipment, space, etc.) available to the section. As a fund control point official, complies with all guidelines for appropriate management of the budget. Monitors and maintains appropriate data and prepares reports and correspondence in a complete, accurate, and timely manner.

Provides advice, counsel, or instructions to subordinate employees on both work and administrative matters. This includes hearing and resolving complaints or grievances from employees and referring the more serious complaints not resolved to the appropriate channels. Responsible for resolving problems related to direct patient care.

Also works directly with nursing management and medical services on multidisciplinary issues. Clinical Functions Responsible for all clinical pharmacy activities within the ambulatory section of pharmacy, including oversight of clinical pharmacy specialists' scopes of practice, clinical pharmacy guidelines, evidence-based medication utilization and cost effective care. Serves as a consultant within Pharmacy Services, and with other facility healthcare staff in monitoring and evaluating healthcare delivery to patients.

Assess, plan, and evaluate the scope and quality of pharmacy programs to ensure proper coordination between the delivery of pharmacy services and the overall delivery of healthcare. Provides accurate and unbiased information to the professional and health care providers to resolve drug related questions and to disseminate current information and ensure effective pharmaceutical therapy. Verifies physicians' orders to ensure appropriate dose, route and frequency.

Contacts physician to clarify any changes for allergies, drug interactions and nonformulary agents. Research Functions Provides oversight of all research related activities within the ambulatory section of the pharmacy service, including all residency projects. Designs or participate in research as opportunities arise.

Education Functions Identify continuing education and training needs based on performance of all subordinate staff. Maintain preceptor status. Serves as coordinator for pharmacy valor program and maintains all aspects of that program including appropriate paperwork to National office and valor student oversight and evaluation.

Provides training and continuing education to subordinate employees to prepare them for new assignments, improve job performance, and/or maintain self-development. Credit Card Management Incumbent may be designated as an approving official for the Government Purchase Card. As a designated approving official or alternate approving official the incumbent is responsible for meeting the standards for documentation, reconciliation, and approval of the purchase cards as set forth by current VA Handbook 1730.1, Use and Management of Government Purchase Card.
