About This Position
This position is located in the Office of the General Counsel (OGC), Millennium Challenge Corporation (MCC). OGC's mission is to provide full-service legal support for all requirements driven by MCC's mission Although the position is advertised equivalent to GS-15, MCC uses a pay-band system to compensate employees.
This position is pay band 3A which is generally equal to GS-15.
Qualifications
To qualify for Pay Band 3A applicants must meet the following: Applicants must minimum of four (4) years of experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include providing legal advisory services with respect to international law, international corporate transactions, project finance experience, or negotiating and implementing international agreements.

Bar Membership: Applicant must provide evidence of current, active membership in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Major Duties
Serves as a member of MCC's partner country teams to provide ongoing support and legal advisory services with respect to questions of U.S. and international law. Coordinates team efforts as well as outside counsel/consultants to develop, negotiate, implement, monitor, and close out development assistance programs and projects. Assists MCC with assessments of development assistance activities in compact and threshold programs countries and with the development of effective new strategies, including the development of strategic objectives and required supporting documentation.
Provides advice and consultation, as a technical expert and recognized authority, in the fields of U.S. law related to foreign assistance and MCC's operations and mission, as well as international law. Ensures legal opinions, briefs, memoranda, and other written work are fully researched, and contain accurate and appropriate legal and policy analysis and conclusions. Serves as a principal legal representative and spokesperson for MCC at stakeholder, interagency and international meetings dealing with a variety of legal issues and information.
Directs the activities of staff involved, including planning work to be accomplished, establishing priorities and deadlines and overseeing work performance. Performs other relevant duties as assigned.
