This position is located in the Division of Insurance and Research, Data and Resource Management, Planning and Resource Management of the Federal Deposit Insurance Corporation in Washington, D.C. Salary reflects a pay cap for this position of $277,500.

Qualifications

To meet the minimum qualifications, applicants must possess the following leadership and technical experiences. Major Duties

Serves as principal advisor to the Director on all matters related to the Division's internal operations and corporate operating responsibilities. Serves on the Division's senior management committee (SMC), comprised of executive managers from the insurance and research program areas. Oversees the preparation, justification and monitoring of the Division's annual budget.

Defends DIR's formal budget program requests to senior Corporation management, including the Division of Finance; provides justification for major budgetary program changes; tracks actual expenses incurred to authorized budget, evaluating and justifying specific variances; ensures budget funds are handled in accordance with Divisional, Corporate and regulatory policies and guidelines. Leads the Division, through the SMC, in the development of corporate and divisional goals and strategies. Responsible for corporate performance reporting to senior FDIC management on milestones and accomplishments.

Directs long-range strategic planning and coordinates the implementation of Divisional operating policies, programs and procedures. Plans, directs, coordinates and evaluates activities associated with the award and administration of contracts, procurement actions, and other acquisition functions. Directs and oversees the development and implementation of the Division's system of internal controls, including all aspects of its compliance with the Chief Financial Officers Act (CFOA), other relevant statutes and Corporate policies and procedures.

Leads and directs the human resource management program for the Division, including all matters involving staffing, position classification, and labor and employee relations. Exercises authority for approving changes to organization structures, the allocation of human resources, and requests to fill positions. Establishes policies and procedures for the Division and provides guidance and technical assistance in the areas of personnel management, including recruitment and hiring, training, travel, payroll, time and attendance and benefits, procurement and contracting.

Leads the establishment and implementation of an appropriate publications execution strategy to ensure that print and internet publication of analytical work is accomplished in an effective manner. Serves as a primary liaison with the Chief Information Officer Organization (CIOO) ensuring the ongoing system development and maintenance needs of DIR systems are met, such as RIS, RRPS, CDR, SIMS and all other web applications.
