AIR OPERATIONS OFFICER (PILOT/NAVIGATOR) (Title 32)
About This Position
THIS IS A TITLE 32 DUAL STATUS POSITION Position to be filled upon the vacancy of the incumbent. DUTY LOCATION: 103d Air Wing, East Granby, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Air National Guard.
Qualifications
GENERAL EXPERIENCE: Experience, education, or training interpreting, explaining, and/or applying a variety of regulations and procedures. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following: Experience, education, or training arranging or procuring transportation for personnel, cargo or freight.
Experience in nonroutine pre and post auditing of freight bills, bills of lading, and personnel transportation vouchers. Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems. Experience which included responsibility for the supervision and management of personnel.
Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of trave regulations, carrier guides, schedules, and services.
Ability to interpret and apply formal tariffs, dockets, agreements, contracts, and related carrier publications. Ability to use classification guides, rate tariffs, dockets, agreements, contracts and related carrier and federal publications to determine schedules, routes and rates for movement of cargo and personnel. Ability to research regulations and determine applicable procedures to follow and advise lower graded personnel on changes/updated to current practices.
Ability to communicate effectively with others. Ability to assign, direct, and coordinate work. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection.
The selected individual may be required to attend formal technician school training. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

Major Duties
JOB SUMMARY: The purpose is to plan, organize and supervise all unit flying operations programs required by Air Force, Major Command, and ANS regulations.
In addition to supervisory responsibility, this position is a rated aircrew member on flying status involved in the piloting or navigation of unit-equipped (UE) aircraft. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard.
The major duties include, but are not limited to: Plans work to be accomplished by the organization which consists of about 15 or more full-time subordinates engaged in technical and administrative work. Oversees all unit operations activities, both in the air and on the ground, which based on unit mission and equipment, may include any of the following Air Operation 6 program support functional areas: Training, Standardization and Evaluation, Tactics. Scheduling, Plans, Command Post, Intelligence, Life Support, Flying Operations and Flight Management.
Unit mission may require additional function a, e.g. Airspace Management, Air Evacuation Operations, Aero-Medical Operations, Aircraft Alert Operations, Airfield Management, Simulator Operations, Operational Support Aircraft (OSA) etc. Develops long-range training and deployment plans for the unit to meet training goals, higher headquarters Inspection schedules and overseas deployment requirements.
Acts as a key advisor on the Commander's staff to coordinate unit flying operations with other ANG flying units and outside agencies, e.g. the Federal Aviation Administration (FAA), civilian airport authorities, etc., and with unit maintenance resources and support areas. Serves as the Operations representative on the Commander's Financial Management Board.

Primary Change of Station (PCS) relocation expenses will NOT be paid. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies: Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
