About This Position

This position is located in Independence National Historical Park, within the Administration and Business Services (ABS) Division. The position supports division operations by conducting research and analytical studies; providing administrative guidance to supervisors; supporting records and information management for the ABS Division; and assisting with property and general administrative functions.

To qualify for this position at the GS-9 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: One year of specialized experience equivalent to at least the GS-7 grade level. Examples of qualifying specialized experience must include at least four of the following: providing accurate and reliable advice on a wide range of administrative functions; advising a work unit on records management; providing expertise and training to others in the management of personally identifiable information (PII); processing financial, procurement, property, human resources, or other administrative forms or documents using a variety of systems (e.g., FPPS, FBMS, QuickTime, Concur-please identify the systems you are proficient in); providing human resources information and assistance to one or more work sites; conducting property inventories and preparing property management reports; and serving as a Federal Agency Travel Administrator.

Major Duties

Provides administrative support and guidance by researching and applying policies, procedures, and regulations to assist park management and staff. Participates in working groups to support the development and implementation of park programs, procedures, operating policies, and internal controls within a complex regulatory environment. Conducts administrative studies to assess operations, identify issues, and recommend improvements.

Reviews and disseminates new or updated guidance and assists in developing internal procedures and resource materials. Develops and maintains administrative systems and processes, including tracking and records management. Serves as a liaison with the Servicing Human Resources Office (SHRO) to track recruitment and personnel actions and ensure timely coordination.

Coordinates the park's onboarding and orientation program, including scheduling, tracking required training or clearances, and maintaining related records. Assists with internal control activities by reviewing records, identifying discrepancies, and recommending corrective actions to support compliance and accountability.

Conditions of Employment

Physical Demands: Most of the work is performed indoors in an office setting. There will be some extended walking through facilities, carrying light items, or driving an automobile.

Mentally stressful and taxing situations are frequently present. Occasional lifting and carrying office equipment such as computer LCD projectors, copy paper and chairs will be necessary to conduct training. First State National Historical Park and Independence National Historical Park consist of 18th and I9th Century buildings which require the use of stairs to perform property management and housing management functions.

Working Conditions: The work environment involves everyday risks or discomforts, which require normal safety precautions typical of places such as offices, meeting and training rooms, and commercial vehicles. First State National Historical Park is a multi-site Park without convenient public transportation. A driver's license is required.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
