About This Position

Area of Consideration is open to current permanent FAA employees within the AJW-2E organization. Position is located within Engineering Services (ES), Engineering Support Group Employee Development Center (AJW-2E16C). Incumbent serves as the Lead Administrative Officer supporting Engineering Services and is responsible for contributing to the effective management of office functions, projects and other related duties.

Qualifications

To qualify at the FV-I band level: you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but not limited to: Experience analyzing data, conducting research and applying policies and procedures; identifying problems and making recommendations for solutions.

Experience using personnel systems such as WTTS/FPPS; Datamart, OBIEE, Enterprise Data Repository to analyze staffing issues. Qualification requirements must be met by closing date of this vacancy announcement.

Major Duties

Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. May act as a contributing specialist on large work activities or as a project manager or team leader for large projects. Performs the full range of administrative functions while leading and coordinating a team of peers, implementing the organization's administrative programs, policies and procedures.

Advises managers on procedural and policy matters related to personnel management functions within assigned program areas. Meets with managers to discuss their staffing needs/requirements and provides recommendations. Uses existing policies and procedures and uses considerable discretion to plan and execute a wide range of administrative functions necessary to the success and compliance of the organization.

Uses various office automation software programs and databases. Initiates personnel actions into the Federal Personnel/Payroll System (FPPS), which includes MPP announcements and administrative actions. Collects and analyzes data and conducts research.

Maintains internal reports on personnel statistics such as on-board numbers and hiring projections. The incumbent handles special assignments of a confidential nature discretely. Responsible for ensuring information and reports of the AO team as a whole are accurate, timely, applicable, maintained on a need-to-know bases and security stored.

Advises managers on procedural and policy matters. Serves as a lead liaison between Engineering Services and the Service Center Resource Management Group as well as the Engineering Services management team as other external groups such as Facilities and Engineering Services, AJW-2, and peers in other service areas. Applies experience and comprehensive knowledge of the full range of administrative laws, policies, regulations, and precedents applicable to the organization's administrative programs to plan and conduct functional activities for projects/programs.

Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include providing guidance to less-experienced professionals; leading small project/program teams; designing and recommending solutions to complex problems; preparing and reviewing management reports and/or contractual documents; and developing and recommending improvements to systems and/or processes to improve operational efficiency. Independently plans time.

Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules. Contacts are internal and external.

May act as a point of contact to provide advice and guidance on the application of policies and procedures internally and externally. Established policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approaches(es) or develop new approaches. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents.

Resolves most problems and work issues without the assistance of a manager or more experienced professional. May develop or recommend approaches to address current and anticipated problems and issues. Works with management and/or more experienced professional to solve problems.
