Major Duties

The United States Space Force (USSF) at Peterson SFB, Colorado Springs, CO is searching for a v (NH-1101-03, GS-12/13 Equivalent). Description: General Description: The Combat Forces Command (CFC) Space Acquisition and Integration Office (SAIO) is an integrated, enterprise-level specialized services acquisition organization with program, contracting, and quality management personnel. The organization is responsible for executing a diverse $12B portfolio in support of Headquarters CFC, CFC Deltas, United States Space Command (USSPACECOM), North American Aerospace Defense Command (NORAD) / Northern Command (NORTHCOM), and other mission partners as assigned.

External SAIO Website can be found at: https://usaf.dps.mil/teams/SAIO2/SitePages/LearningTeamHome.aspx Purpose of Position: Serve as a Program Manager responsible for leading or supporting pre- and post-award activities for assigned portfolios at the Classified and Special Access Program (SAP) level. These portfolios may include radar and satellite operations/ maintenance programs, cyber and classified ISR programs, or knowledge-based services. The primary goal of this role is to deliver responsive, mission-focused acquisition solutions that optimize warfighter operations.

As a Program Manager, you will play a pivotal role in ensuring the success and effectiveness of our acquisition processes and programs while working in a highly classified environment. Position Responsibilities: - Program Management: Independently manage services programs/contracts throughout their lifecycle, including requirements definition, acquisition strategy development, and post-award performance monitoring. - Classified Operations: Manage classified information, funding, and documentation across multiple classified platforms, ensuring compliance with security classification guides and protocols. - Classified Funding Management: Oversee the planning, allocation, and tracking of classified funding, ensuring proper documentation, compliance with financial regulations, and alignment with program objectives. - Security Compliance: Work within classified office spaces, adhering to strict security protocols and safeguarding sensitive information. - File and Data Management: Oversee the migration, organization, and secure handling of classified files and data. - Stakeholder Engagement: Prepare and deliver briefings/documents on program/project management aspects to various stakeholders, including senior leadership and mission partners. - Process Improvement: Apply Project Management Institute principles and continuous process improvement methodologies to acquisition processes. - Liaison Role: Serve as the organization's liaison with DoD, federal government, and industry, fostering productive relationships and ensuring alignment with mission objectives. - Problem Solving: Develop courses of action and recommendations to address programmatic challenges, delivering briefings and reports to meet requirements. - Policy Adherence: Stay informed on policies to address programmatic and contractual considerations, ensuring compliance and improving efficiency. Ideal Candidate: - Classified Program Expertise: Demonstrated experience working with classified and SAP-level programs, including handling classified funding and documentation. - Classified Funding Knowledge: Proven ability to manage classified funding, including planning, allocation, tracking, and compliance. - Security Knowledge: Familiarity with security classification guides, protocols, and procedures for safeguarding sensitive information. - Technical Proficiency: Proficiency in managing classified platforms, emails, and file systems, including secure file migration and organization. - Acquisition Knowledge: In-depth knowledge of DoD services acquisition, life cycle management, risk management, quality assurance control, and cost/price analysis policies, procedures, and practices. - Analytical Skills: Ability to recognize and analyze problems, conduct research, interpret and apply rules, regulations, and procedures, and implement innovative strategies to resolve issues. - Project Execution: Ability to plan and execute complex, multi-faceted portfolios and/or projects within established cost and schedule constraints. - Communication Skills: Strong oral and written communication skills, with the ability to convey technical information clearly and concisely.
