About This Position

This position is located in the Small Business Administration, OPPCFO, Accounting Liaison, QA and Financial Reporting Division in Kansas City, MO. The imcumbent serves as an expert to accountants, financial specialists, management and others on problems of a systemic and complex nature. The incumbent organizes and leads projects.

Qualifications

GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector: 1. Performing federal accounting and reporting for loan and guaranty programs; and

  1. Applying federal accounting guidance such as the United States Standard General Ledger (USSGL) and Office of Management and Budget (OMB) A-136, to ensure Agency financial reporting compliance. These qualifications must be clearly referenced in your resume.

AND Mandatory Education Requirement for the Accounting (0510) series: Transcripts (official or unofficial) must be submitted. If selected, official transcripts will be required. Degree: successful completion of a full 4-year course of study from an accredited college or university leading to a bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester (36 quarter) hours in accounting.

The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester (36 quarter) hours in accounting or auditing courses of appropriate type and quality.

This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties

This position is ONLY open to surplus and displaced Small Business Administration employees eligible for the Career Transition Assistance Program (CTAP); displaced Federal employees in the local commuting area eligible for the Interagency Career Transition Assistance Program (ICTAP); and VEOA eligibles. To be eligible for CTAP or ICTAP consideration, you may only apply for a position that is at or below the grade level, and does not have greater promotion potential, of the position from which you are being (or have been) separated. Major Duties: Provides comprehensive advice and guidance for very complex and systemic problems pertaining to agency financial/accounting systems and ensures agency adherence to Federal and professional accounting standards.

Leads in identifying systemic problems and issues; determines appropriate actions required to improve operating program effectiveness. Plans, designs, and conducts comprehensive studies of significant scope and complexity relative to the overall accounting program and/or functions thereof.
